Public procurement refers to the use of contracts to acquire goods and services at the lowest feasible total cost, in the ideal quantity and quality, at the ideal time and place, for the use or profit of the government, corporations, or individuals. The laws and regulations pertinent to Nigerian procurement are established in the policies on public procurement. The Laws and Regulations are comprised of the Public Procurement Act of 2007, the Procurement Procedures Manual for Public Procurement in Nigeria, and the Public Procurement Regulation for Goods, Works, Consultancy, and Services. The Public Procurement Act of 2007 created the Bureau of Public Procurement in Nigeria, which is tasked with, among other things, providing a professional framework, institutional framework, and legal framework for public procurement in Nigeria.

The Act’s principal goals are to strengthen openness and accountability in those procedures, encourage competition and ensure that competitors are handled fairly, maximize economy and efficiency, and ensure that competitors are treated fairly. All Federal Ministries, Extra-Ministerial offices, Departments, Agencies, Parastatals, Corporations, and all other public entities established by the Constitution or by an Act of the National Assembly and or whose funding comes from the Federation Account are provided procurement guidance or direction by the Manual. In order to carry out the authority granted to it by the PPA 2007, the Bureau of Public Procurement (BPP) created the Public Procurement Regulations for Consultancy Service (PPRCS) and Public Procurement Regulation Goods and Work (PPRGW). The PPRCS and PPRGW are two pieces of subsidiary law that, respectively, apply to the procurement of goods and works and consulting services. The Presidential Executive Order and Circulars of the Federal Government, however, also function as additional documents that direct procurement activity.
